I am completing a tax return for a friend who is a religious. He has never had income in the past and therefore has never needed to file any tax returns. In 2021 he inherited his sister's 401 plan for which he cashed out. TurboTax is claiming that he is entitled to a stimulus check of $1400 for 2021. How is that possible when this year (2021) is the only year he had to file a tax return?

The American Rescue Plan authorized payments of $1400 per adult. This payment went to individuals whether working, unable to work, unemployed, or retired. He is eligible for the payment.

He would also be able to claim the Recovery Rebate Credit of 2020 by filing a tax return for that year.
