If you were self employed they would not have to give you a 1099. You can still report your cash income.

You will have to report the income made cleaning houses as self-employment income:

Login to your TurboTax Account
Click on "Search" on the top right and type “self-employed”
Click on “Jump to self-employed”
Select "Other self-employed income, includes 1099-K, cash, and check" on the "Let's enter the income" screen
Enter "Cash" as type of income and the amount received

Home owners do not have to give you a 1099. Only businesses are require to issue 1099s. You are expected to report your income (and your expenses) from you own records.
