Is is normal for turbo tax to tell you one total for your refund, but after it is accepted, it gives you another one?

At first, my federal refund said 7,060, but now it's only 5,100. Why did it change? My state is lower as well. I don't owe anything so I don't understand why it's different.

I'm not sure what you are looking at that is reporting the refund, but you can look on line 35 of your form 1040 to see what your refund should be.

If you mean the IRS is reporting a different refund amount then what is on line 35 of your return, then they may have adjusted your return for some reason, in which case you will get a letter explaining why.
