It sounds as if the assistance was not enough to cover more than half her and her children's support since you provided housing.

You could enter your daughter and her children's information into your TurboTax program and answer the related questions. The program will help make the determination.

Our 39 year old daughter move back in with us in September of 2019, with her infant daughter and 7 year old son. they lived with us until November of 2020. During that time our daughter was not employed and received assistance form TNAF and food stamps. She was not able to pay us rent but helped with the food cost by using her food stamps. Am I able to claim her and her children as dependents for the 10 months they lived with us in 2020?

Probably yes, but did she receive Child Support, Unemployment Comp, or any other income in 2020?

Yes, you would be able to claim her and her children as dependents as long as you paid more than half of her support. You would claim your daughter as a qualifying relative since she is over the age limit to claim as a qualifying child. Her children would be qualifying children.

Here is a link with more information. Determine if you did pay more than half of their expenses for eligibility to claim the family.
