No, you can only claim the Recovery Rebate Credit if your 2020 tax situation makes you eligible.

To be eligible for the credit you need to be a U.S. citizen or U.S. resident alien in 2020 and have a Social Security number that is valid for employment.

You cannot be claimed as a dependent by someone else to be eligible.

Your credit amount will be reduced if your 2020 adjusted gross income (AGI) is more than:

$150,000 if married and filing a joint return or filing as a qualifying widow or widower

$112,500 if filing as head of household or

$75,000 for eligible individuals filing as a single or as married filing separately.

Your payment will be reduced by 5% of the amount by which your AGI exceeds the applicable threshold above. (IRS FAQ Recovery Rebate Credit )

If you not eligible then the questions for the stimulus payment won't come up.

To claim the credit in TurboTax, please follow these steps:

Log into TurboTax.

After entering all your information click "Federal Review" at the top of your screen.

On the screen "Let's make sure you got the right stimulus amount" click "Continue".

You will be asked about the amounts of first round and second round stimulus payments you received. If you did not receive a payment enter "0".

TurboTax will then calculate the amount of stimulus payment remaining that you are still entitled to get.

Any stimulus amount remaining due to you will show as a credit on line 30 of the 1040.

If you received Notice 1444 in the mail but have not received your payment as mentioned in the notice, then you need to request a trace and be able claim the Recovery Rebate Credit on your 2020 tax return.
Any way to force TurboTax to the stimulus credit or enter directly on line 30 of 1040?

I received a 1444-B showing my EIP2 payment which was issued by debit card. I checked Get My Payment at IRS and it showed my card was planned to be mailed by January, the letter arrived 5 Feb, and I haven't received the payment. All of the info at IRS says that I can claim that amount from the 1444 in the Recovery Rebate Credit. Unfortunately, my 2020 information must be showing that I'm not eligible and I can't seem to get to that portion of the program to enter that credit (my EIP was calculated on 2019 information). Is there anyway to enter this before filing, or am I stuck manually submitting a 1040X or something in the future?

Thanks in advance.

From your description, it appears you were sent a debit card for EIP2 but never received it. You will need to contact the card issuer to get the card reissued; that money generally cannot be claimed thru the Recovery Rebate Credit as it's with the card issuer. Go to eipcard.com for contact information.

I received irs letter that I would get either chk or card in 7 days from receipt of letter in Feb. Nothing came. The IRS said to call EIpcard at 800 number. I did but you can't get to customer service unless you enter the card number your calling about. (Well planned system.) Only solution I see is to claim credit on line 30 using TurboTax and then. If something ever shows up, destroy it.
