Do I have to enter my dependents MAGI if they are not on the marketplace plan with my husband and I? My income is in between, so we have to enroll in health insurance through marketplace, but my children do not and are fully covered through the state.

Yes, you have to enter your dependents' MAGI if their are filing separate tax returns even if they are not covered by the Marketplace policy as your premium tax credit is based on your household's AGI compared to the poverty level for your family size.

Just to clarify, you only need to add your dependents' income if they have "taxable income" on Line 11b of their Form 1040 (then you add their MAGI, not their "taxable income"). If they don't have any "taxable income" on Line 11b, you don't need to add their income at all.

You would enter the amount on 8(b), their adjusted gross income, plus any non-taxable social security income, which you probably don't have.
