HBP Limit wrong

It looks the 2019 software uses the earlier HBP withdrawal limit of 25000. I am entering the withdrawal amount of 32000 and refund goes down drastically. When I enter the amount up to 25000 the refund is unchanged

Are you using TurboTax Online or TurboTax CD/Download?
