Essentially, it's an Other Thing....and it is not for your Home Real Estate/Property tax

Yes, the box to enter personal property tax paid for 2019 is entered using this "path":

Federal>>Deductions and Credits>>Cars and Other Things You Own>>Personal Property Taxes

Note that personal property taxes are Itemized Deductions. If your total Itemized Deductions are less than your applicable Standard Deduction, entering the property taxes may not change your refund or balance due. TurboTax will automatically use the higher of the two (Itemize or Standard Deduction) to calculate your taxes, unless you choose differently.
