I have to prove relationship to my nieces?

I was audited and need to prove my relationship to my nieces I’m unable to do that via birth certificates since my brother refused to sign the birth certificate. I was able to get school documentation listing me as their aunt as well a letter from social services stating I am there aunt and that I am the care taker for them. Will the be enough

No one here can tell you what information the auditing agency will accept as proof. All you can do is present what you have, and see what they say.
