Generally, this is a question of domicile. The law in most states is that you retain your last domicile until you take active steps to change your domicile. Thus, just changing where you live at the moment is not sufficient to change your domicile for tax purposes.

In every state, your domicile is generally determined by a number of factors, such as:

Where you live

Where you own property

Where you have your drivers license

Where you are registered to vote

Where you pay residential utility bills

Where you primarily receive mail

and so on...

It is not uncommon for people to have different answers so it is the preponderance of answers that helps to determine domicile.

So have you acquired a German drivers license? Do you have a resident visa for Germany showing that you have the right to live there? Have you moved your permanent mailing address to Germany? Can you show intent to move permanently (well, indefinitely) to Germany?

Document these things as of a certain date, because if Oregon ever comes after you for not filing returns, you will have the argument to show that you changed domiciles as of a certain date.

And when you have documented this and put it in your tax files, then do as DoninGA suggested to enter foreign residence.
