TurboTax phone support told me that there is issue relating to IRA which causes state e-filing not working for desktop version.

Can any TurboTax employee confirm that if there is the same or any issue with State tax forms for paper-filing by mail?

Yes, there is a current issue that is keeping some customers from e-filing their state tax returns after filing the federal. This issue is scheduled to be resolved in a product update on March 19, 2021.
