I filed my taxes on TurboTax and my state refund says ready to mail I never had to do that so someone help

You can change the state return back to e-filing. If your state has very high standards for identity verification, you may need to revisit your input for the Driver's License to proceed with e-filing the state.

Since the federal and the state were not e-filed together, you must wait to file the state until the federal return is accepted(received) and approved.

I already submitted it how can I change it

You cannot change your tax return if you already submitted that.
