    <description>&lt;P&gt;My friend worked as a nurse in New York City for 10 weeks but worked and lives the rest of the year in Florida. The New York tax return is computing all her income as earned income in New York state, not just the income she earned in New York. Is this correct? She's not getting all of the state and local income tax refunded. Just want to make sure this is correct before I file.&lt;/P&gt;</description>

      <description>&lt;P&gt;Yes, this is correct.&amp;nbsp; New York uses total&amp;nbsp;income to determine the tax rate, which is then applied to only the New York income.&amp;nbsp; This allows them to tax at&amp;nbsp;a progressive rate.&lt;/P&gt;</description>
