According to the Virginia Tax Instructions, my tax amount should be 103.00 , based on a taxable income of 4424.00. But TurboTax set it to zero.

Virginia has a standard deduction of $4,500 for a single filer in 2020. Since your income is less that that, I believe that is why your income tax should by $0.
