What state ID do you not have? Do you mean you do not have a state driver's license or identification card and cannot e-file? If you cannot e-file then you print, sign and mail the state return. When you print it for mailing it will print with instructions and the address that you mail it to.

When you mail a tax return, you need to attach any documents showing tax withheld, such as your W-2’s or any 1099’s. Use a mailing service that will track it, such as UPS or certified mail so you will know the IRS/state received the return.

what state? each state has different requirements to e-file. some require just a PIN which you can get via its website or by calling. others may require some form of id such as a driver's license or for those that don't a driver's license or don't want to use it a state ID card. if you don't have, can't or don't want to get what's needed to e-file then you'll have to mail it in.
