Home & Business 2019 - Why is it asking for credit card to download State when it says it is free?

The application window even says "Let's start your free state download" and when I click Continue, it takes me to screens to purchase State and ask for a credit card. It is supposed to be free with TurboTax Home & Business. How do I get it? Please help.

Thanks, but neither helped. When I try to install the patch file, it incorrectly states TurboTax 2019 is not installed. Silly because I am using TurboTax 2019.

The TT State Cleanup doesn't apply because it is for people who have already downloaded and installed State. My problem is that I am supposed to get State as a free download with Home&Business2019, but it is asking me to pay before I can download it, so it isn't installed yet.
