Taxes owed can Never be paid from a tax refund, federal or state.

In the File section of the program on Step 2, when taxes are owed, you are given several options on how to pay the taxes owed. Using the federal tax refund to pay the state taxes owed is Not one of those options.

Are you asking if you can use your state refund to pay your federal tax bill? You can’t offset one against the other. You would have to wait for the state refund to come to you before using it to pay federal tax.

You cannot pay your Federal taxes owed with your State refund, they have to done separately. If you are asking if you can not pay your Federal taxes owed now, & pay later when you get your State refund, then you don't have to, but taxes owed had to be paid by July 15th to avoid any penalty & interest. The penalty & interest accumulate until the taxes are paid in full.

If you don't want to pay your Federal taxes when you file, choose to pay by check. That will get you through to transmit your return without paying. You can then mail in a check when you are ready or pay on the IRS website.

No you don't have to AND you can't.

At the end Turbo Tax shows you a summary of the net combined federal and state. But that is only for your info. You will still get the full amount and need to pay any tax due separately yourself.
