Home & Business CD does not include state??

I bought Turbotax Home & business CD from costco and it says it includes one state download. Well, Im trying to file my state and it wont give me the amount and its steering me to buy it online for $44.99. What gives? Wheres my free download for CA?

I found the info about the loop you're caught in where TT wont let you do your state taxes even though it says its there. However I tried the TTCleanState program but did not work for me and I am tired of spending so much time on this. I've tried uninstalling, reinstalling, starting in selective mode, none of it worked for me. I'm exhausted. I am purchasing separately a state download for $44.99. Please, Intuit, credit me back this amount.
