You do not have to e-file both at the same time. State can always be filed later, but Federal MUST be e-filed and accepted first. That is because of ID theft prevention that is much more robust at the IRS e-file then it is with the states, so ID thieves started to file state only fake tax returns to avoid the Federal checks. The file Federal first requirement forces the Federal ID tests to pass prior to filing state.

Two questions:

Why do I have to electronically submit both federal and state at the same time for Virginia since there are two different due dates? The message says... I cant file State without the Federal return??

Also why cant my taxes be withdrawn from my bank account - it keeps asking for a credit card at the end. I have never seen this before. I always pay by debit.....

The CC is probably to pay your TurboTax fees, not the tax itself. If you owe tax, then you can enter a direct debit account for doing that.
