      <description>&lt;P&gt;PA has a flat income tax rate of 3.07%.&amp;nbsp; If your only income is W2 wages,&amp;nbsp; your employer will withhold &lt;U&gt;exactly&amp;nbsp;&lt;/U&gt; the required amount of state taxes due, resulting in no refund, no tax due.&lt;/P&gt;&lt;P&gt;About the only way to get a refund from PA is:&lt;/P&gt;&lt;P&gt;1.&amp;nbsp; Contribute to a 529 plan&lt;/P&gt;&lt;P&gt;2.&amp;nbsp; Have unreimbursed business expenses., or&lt;/P&gt;&lt;P&gt;3. Qualified for he PA Tax Forgiveness Credit.&lt;/P&gt;&lt;P&gt;There are a few other ways, but very uncommon.&lt;/P&gt;&lt;P&gt;Why do you expect a refund from PA?&lt;/P&gt;&lt;P&gt;The federal W4 form has nothing to do with the PA withholding.&amp;nbsp; PA has no equivalent form.&lt;/P&gt;</description>
