topic Tax Year Prior to 2020: IRA Distribution NY Non Resident in State tax filing

I am Pennsylvania resident working in NY and filing a nonresident NY state tax. I took an IRA distribution in 2019 (I'm over 59 1/2) of $50,000. The IRA was earned from work outside of NY. Turbo tax does is only allowing a $20,000 deduct from this distribution on my total taxable income. This would be the case if I was a resident or IRA was earned from NY source. I have reviewed all the information in the forms and it is correct. Line 28 of the deduct forces the $20,000 maximum. I reported the IRA as NY taxable as "0" when prompted and it shows in the form as such. Has anyone encountered this issues?

there's no such thing as 'IRA from NY Sources'.

A state where you are filing non-resident will not tax your IRA income.

Thank you, I understand that, but TurboTax is not properly deducting my IRA distribution from my NY taxable income, that is my issue, I was curious if anyone else was having this problem
