If you are using TurboTax Premier Desktop (CD/Download), there is one free state tax preparation download. There is, however, an additional fee to e-file your state return. You can print and mail for no additional charge.

This is one of the most commonly misunderstood pricing things. You got free state software to prepare a state return. The $24.99 is to e-file the state return. You can avoid the e-file fee if you print and mail the state return instead of e-filing it.
