    <description>&lt;P&gt;I retired in 2018 and (other than ivestment income) I have income from a NY State Pension (which is exempt from NY State Tax) and Social Security. I owe a penalty on my 2019 taxes for underpayment of NY State tax. I don't believe I have any way to put in for NY State Witholding, correct?&lt;/P&gt;&lt;P&gt;I realize I could make estimated payments but I'm sure I'll forget.&lt;/P&gt;&lt;P&gt;Thanks.&lt;/P&gt;</description>

      <description>&lt;P&gt;State taxes cannot be withheld from Social Security benefits.&amp;nbsp; You could contact your NY State Pension administrator to ask about withholding state taxes even though it is not taxable by the state.&amp;nbsp; Otherwise, your only other alternative would be to make estimated payments to the state.&amp;nbsp;&amp;nbsp;&lt;/P&gt;</description>
