The TurboTax personal tax preparation software is not licensed for a paid tax preparer. So if you are not charging for the tax return you prepare then you can complete and file as many taxes returns as you want.

A state tax return cannot be e-filed if the federal tax return is not e-filed. For New York state you can print and mail the state tax return since the tax preparation software being used does not allow electronic filing.

Since you are not a paid tax preparer the New York state mandate for e-filing does not apply to you.

Go to this New York state website for information - https://www.tax.ny.gov/tp/efile/mandate_participants.htm

I help my family with their tax returns. I live in New York and do approx 9 returns. Five of them i do electronically, the other 4 I mail. Turbo Tax allows only 5 to be sent electronically. Am I within the law to do so? When I mailed the State I get a printout which states "NYS requires this income tax return to be filed electronically".
