This line is for homeowners only. It refers to special assessments that are charged as additions to your property taxes.

I do not know what things qualify as special assessments in New York City, but everywhere else in the country it would be things like a special assessment for alley repair (where the City repair or replaces the alley and places a lien on your property to pay off your portion of the bill over time).

Ditto with sidewalk repair or replacement.

Are you getting specifically billed by the City for any construction done to enhance the value of your home?

No, special assessment on line 21 refers to charges imposed by a governmental agency, like the city or a city-owned utility.

It does not refer to fees charged by private company, even if the same phrase is used by them.
