      <description>&lt;P&gt;This line is for homeowners only. It refers to special assessments that are charged as additions to your property taxes.&lt;/P&gt;

&lt;P&gt;I do not know what things qualify as special assessments in New York City, but everywhere else in the country it would be things like a special assessment for alley repair (where the City repair or replaces the alley and places a lien on your property to pay off your portion of the bill over time).&lt;/P&gt;

&lt;P&gt;&amp;nbsp;&lt;/P&gt;

&lt;P&gt;Ditto with sidewalk repair or replacement.&lt;/P&gt;

&lt;P&gt;&amp;nbsp;&lt;/P&gt;

&lt;P&gt;It does not refer&amp;nbsp;to fees charged&amp;nbsp;by private company, even if the same phrase is used by them.&lt;/P&gt;</description>
