Yes you can purchase TT without paying for state software. If you use online TT the state is optional--not required. If you are purchasing desktop software you can purchase Deluxe from a retailer either with or without state software so pay attention to what you buy. Many retailers such as Costco, Amazon, Walmart, Target etc sell Deluxe with or without state software.

And no, you do not file a state return for Florida, since Florida has no state income tax.

Of course you can use TurboTax without filing a state tax return. Using the Online editions if you enter Florida as your state of residence, after completing the federal portion of your tax return you will be asked about filing a Florida return, just answer NO.

If for some reason a state return is shown on your account you can delete the state return by using the procedure in this TurboTax support FAQ - https://ttlc.intuit.com/community/using-turbotax/help/how-do-i-delete-my-state-return-in-turbotax-online/01/25895
