1. I am filing state returns for OH & SC as partial resident. On the mailing instructions for OH, it does not specify to attach the copies of W-2. Is this an error or should be included?

Typically, you must attach a state copy of your W-2 if state taxes withheld are reported on the W-2. So if OH state taxes were withheld, you'd want to attach a copy of the W-2 to confirm your entries. It wouldn't be a bad idea to go ahead and attach a copy to each of your part-year state returns.
