Lived in Maryland and worked in PA for a short period of time. The PA employer withheld Maryland state taxes, do I still need to file a PA state tax return?

No. PA and MD have a reciprocal agreement whereby PA does not tax a MD resident. No need to file a PA state income tax return.

However, any PA local taxes withheld are not subject to this agreement nor are they refundable.

Why is turbo tax still trying to charge me for a PA tax return then? Shouldn't it know MD and PA are reciprocal agreement states?

You need to delete the PA return. Also, go back to your personal info section, when asked if you worked in a different state, follow the instructions and answer NO.
