Do you mean when you add your 1099-G, you can't e-file? If you can't e-file, you will have to mail your tax return.

You may want to consider filing an extension. The extension gives you until October 15, 2026, to file your taxes without getting a failure to file penalty. You don't get extra time to pay your taxes so you must pay any taxes that you may have that are due by April 15, 2026, so you won't be assessed the failure to pay penalty.

Refer to the TurboTax Help article How do I file an IRS tax extension? for instructions. If you need to file a state extension, review the article How do I file an extension for my personal state taxes?

For more information, refer to the TurboTax article How do I file my return by mail?

Include your W-2s and any 1099s that have tax withheld. Refer to the IRS Tax Tip HOW TO PREPARE YOUR TAX RETURN FOR MAILING for additional information

Is there an amount in Box 2? Is the issuer of the form the state of Massachusetts?

You should get a 1099-G if the state of MA paid your benefits. In this case, the amount the state paid should be in box 1 and you will need to get a corrected form by contacting the state of MA if the amount was erroneously omitted. Paid Family Leave

The State of Massachusetts sent that form to you because you had state and federal tax withheld.

I suggest you not try to enter the 1099-G since TurboTax won't like Box 1 being blank HOWEVER enter the tax withheld. Leave that form 1099-G off the return and enter the tax as follows:

DEDUCTIONS & CREDITS

ESTIMATES AND OTHER TAXES PAID

OTHER INCOME TAXES

START

Withholding not already entered on a W-2 or 1099

START

Enter 280.69 under FEDERAL WITHHOLDING

Enter 140.29 under STATE WITHHOLDING and select Massachusetts from the state drop-down list

The IRS will have gotten a copy of the 1099-G and they will match that withholding to that 1099-G.

Keep a copy with your tax file.

Massachusetts will leave box 1 blank if your employer has less than 25 employees in MA as MA considers the payments as non-taxable. TurboTax should be smart enough to ask the question of number of employees so that it won't report an error on the 1099-G when in truth it's not a 1099-G error but a Turbo-Tax one.

If this is done, Massachusetts taxes will need to be paper filed as it says returns with a withholding that is not on a 1099-G or other common forms cannot be electronically filed. Is there a workaround for the paper filing?

No, there is not a workaround for this. If the withholding was genuinely not on the form, the solution is to mail the return with the proof of the withholding.

@taxexpert9999

Since your form has taxes withheld, but no income to offset those, it will need to be entered a different way to clear the error. Go ahead and remove the 1099-G from your return and then enter the amount of taxes on the 1099-G following these steps:

Go to the Deductions and Credits section in TurboTax in the Personal section.

Scroll down to Estimates and Other Taxes Paid, then select Other Income Taxes - by clicking Start to the right of it

Scroll down to the Other Income Taxes Paid in 2025 section and select Start for Withholding not already entered on a W-2 or 1099

Select Yes for "Do you have any tax withholding you haven't entered yet?"

Enter the Federal withholdings in its box then select Massachusetts for state withholdings and enter the amount of MA withholdings from the 1099-G. Select Continue.

The information from the 1099-G is already in the hands of both the IRS and Massachusetts, so they will be able to match it up with the information on your return. You will also be able to file your Federal Return electronically now, but the Massachusetts return will end up needing to be filed by mail. TurboTax will provide you with directions on how to go about sending your state return by mail when you go to check out.

If you are using the Online version of TurboTax:

Click Your State Returns under State Taxes on the left side menu.

Click the trash can icon by the Edit button for the State that needs deletion.

Click Delete on the pop-up asking if you want to delete this return.

Then you can click Add Another State to get restarted on that return.

If you are using the Desktop version of TurboTax:

Click File in the upper left corner then Remove State Return.

This will bring up a pop-up asking what state you want to remove.

Click on the state in the menu and then click Remove.

You can then go back to the State Taxes tab and pick out a state you want to work on.

@gdesai If you have a 1099-G for Massachusetts PFML where there are withholdings but no income, please follow the instructions that I gave in a previous post entering those withholdings and delete the 1099-G on the Federal return. Once you have done that, follow the instructions for deleting the state return and starting over that are right above.

Thanks for your efforts, but still no. I'm in massachusetts. I've deleted the state return and have entered the 1099G withholding in the personal info - etc section. Turbutax still chokes on the 1099G with a taxable amount of $0
