Received a Letter of Adjustment from Michigan Department of Treasury. They zeroed out my 2025 form 4884 retirement and pension benefits subtraction. The letter provided no reason for the adjustment, just the adjustment to zero and the following collator adjustments due to that change, zeroing out our refund and ending with a balance due.

I have completely reviewed my 2025 Michigan Income Tax Return and found no errors.

Curious if anyone knows the reason for this adjustment or if this is happening to many people from Michigan.

Similar issue where pension income from deceased spouse was removed from subtractions, income recalculated and refund reduced. I think my issue was because the deceased spouse name, DOB, SSN, etc was not included on the worksheet or 4884. Still investigating...

Oh that worries me because I will be filing MI 4884 soon.

For comparison you could use the Michigan Department of Treasury websites " 2025 Retirement and Pension Estimator" as a double check. You don't have to put in your actual birthday but you want the birth year correct.

In my case it matches turbo tax. If yours matches turbo tax that would be good backup to have if the letter gives you a way to respond to their change.

I just got off the phone with the Michigan Treasury as I had the same issue. I have to resubmit my Form 4884 to include the Part 2: Deceased Spouse Information.

I received the same letter for my mom's return. She died in 2025 at 93 years old, so I don't understand why. Filling out the "2025 Retirement and Pension Estimator" shows that TurboTax was correct. The only minor thing that could have triggered this is that box 7 of the 1099-R has a 4. Maybe they want my dad's information on the 4884? It worked without it for the last few years...

Use the Michigan State estimator, depending on how much qualified retirement you have it will max out at $98846 this year for people born between 1946-1966. The only one you are not eligible for is the last bullet, Annuities because you are not 65 yet.

“Your best option is a deduction on Form 4884 Section D in the amount of $98846. Complete Form 4884 and include with your tax return.”

7 - Normal distribution

Eligible distribution, if

it's a normal distribution from a plan,

it's a distribution from a traditional IRA,

the participant is at least 59½,

Roth conversion if the participant is at least age 59½,

it's a distribution from a life insurance, annuity, or endowment contract, the person is 65 and part of a series of mainly equal periodic payments made for the life of the employee or the joint lives of the employee and their beneficiary.

Tax Year

Taxpayer/Oldest Spouse Date of Birth

Phase-In Subtraction

2023

January 1, 1946 -

up to 25%

2024

January 1, 1946 - December 31, 1962

up to 50%

2025

January 1, 1946 - December 31, 1966

up to 75%

2026 (and beyond)

N/A

up to 100%

I just received the same notice from the State of Michigan. They zeroed out the retirement benefits submitted on Form 4884. My husband is 64 (birthday in 1961) and qualifies for this deduction. I manually went through the instructions and can subtract up to $64,040 if married filing a joint return. His retirement income is less than that so 100% qualifies per Worksheet 3.3 on page 25 of the 1040 instructions. I just submitted a response to the letter via their online portal and asked for more information because I can't respond correctly if I don't know why it was adjusted. TurboTax completed the same calculation and forms for 2024 and that went through ok. I think the State is incorrect.

Yes, I submitted a request for more info through the online portal. It's Treasury e-Services at TreasEserv.mi.gov/s/Citizen. You need the Notice Date and Letter ID from the Notice of Adjustment you received in the mail. I basically told them I couldn't provide anything to support my case since they didn't tell me what was incorrect on the tax form. I did go through and explain the requirements for Form 4884 and that we met those requirements. More to come when I eventually hear back.

I’m still waiting on a response from the state, I wrote 4 page letter and 11 attachments, supporting every element of for 4884. I also did get through on the customer support line after 10 tries, got in the queue for a 20 minute wait (random chance of hitting when queue has an opening) just to have some one read me the letter and say they couldn’t fix anything. I created a state online account and responded online, saving postage, but it’s been 4 weeks already with no response- they had said 6-8 weeks. I had used this form successfully last year as well. The no reason portion is the most disturbing, along with the state changing my form.

I would like to take a deeper look at this. However, I need a diagnostic file which is a copy of your tax return that has all of your personal information removed. Please notify me by adding @AmyC to your response. If I discover a solution, I will reply. Otherwise, it will be moved on to an investigation team.

You can send a token to me by following the directions below:

TurboTax Online:
Sign into your online account.
Locate the Tax Tools on the left-hand side of the screen.
A drop-down will appear. Select Tools
On the pop-up screen, click on “Share my file with agent.”
This will generate a message that a diagnostic file gets sanitized and transmitted to us.
Please provide the Token Number that was generated in the response.

TurboTax Desktop/Download Versions:
Open your return.
Click the Online tab in the black bar across the top of TurboTax and select “Send Tax File to Agent”
This will generate a message that a diagnostic copy will be created. Click on OK and the tax file will be sanitized and transmitted to us.
Please provide the Token Number that was generated in the response.

I tried manually entering the deceased spouse info into the Pension Deduction Worksheet, but it still won't show up on the Form 4884. Also, I am not able to check the box in Column B, Part 3, Form 4884 indicating that those 1099's were for the deceased spouse.

Reviewing prior year returns, this has been a consistent issue where 1099's with Distribution code 4 did not trigger the entry of information of the deceased spouse. I am in the process to see if it will be necessary for me to file amended returns for prior years. If this issue is not resolved in TurboTax, it will require me, and other aware Michigan tax preparers/payers to find an alternative tax filing product.

I have initiated contact with the state of Michigan including a manually completed form 4884 to see if this resolves the issue on their end.

Thanks!

FYI don't use the # sign in front of token number as it will remove part of it thinking it's a phone number.

This is 2nd try.

Thank you for the token. I do see the required spouse information is missing on the 4884. We need to get your form filled in correctly and submitted. If the state allows you to dispute the letter, you can reply with the corrected form 4884.

You will need to use the desktop program to create the correct Form 4884. For online, select that you want to amend and need to use desktop. This will let you download the desktop version. You will also download your tax file, the type is .tax. For full instructions, see here to switch. Start with online and follow the instructions where it says you were instructed to download.

If you can't reply to the letter, you will need to file an amended return.

In the desktop program, there is a FORMS mode. Click on FORMS mode. On the left side, look for Form 4884. On a windows computer, you will right click to override a field. Go through and enter the information for your spouse in Part 2. For part 3, override the column B box and left click to x the boxes next to the code 4 entries.

Print the form or amended return and submit. You may be able to go through MI in step by step to clear the Form 4884. If so, you can try to cancel the override in Forms mode again and see if it holds. If it will hold the override after being cancelled (right click, cancel override) , you can e-file MI amended. I don't have high hopes of it holding due to the program. I think you will need to mail the amended form.

If this was a problem in prior years, amend using the same process.

I let my boss know. @user17725564633
