Enter GE (for generic city ) in box 20 at the W-2 screen.

TurboTax (TT) does not exactly require a local tax ID for local tax payments. It you live in a School District (SD) with an income tax, you do need to put the 4 digit code in box 20. Lakewood SD does not have a tax. If you live in a RITA or CCA city (Lakewood is neither), you should put the RITA or CCA code in box 20. TurboTax has a look up link for those cities and SDs with a tax.

You can not do a Lakewood city return in the TT program.
