Hello everyone! I have a bit of difficult issue with state taxes and getting a credit back (see subject line). I now live in North Carolina and have not lived in West Virginia since mid-December 2023. I just received form MV-1 - Motor Vehicle Property Tax Adjustment from the state of West Virginia for vehicle property taxes I paid back in 2023. West Virginia's vehicle personal property tax is two years in arrears. Since I paid these taxes and am entitled to get this money back I'm trying to determine how to claim it. I was on their website and I can claim it through their "My Taxes" portal BUT it requires a valid West Virginia driver's license (which I do not have). The other way is to file a state of West Virginia tax return but I had no income in West Virginia since 2023.

So my question is can I file as a Non-Resident and claim this credit? What do I put in the income section where it asks to show my Federal AGI. Not sure how to proceed with this. For what it's worth I did email the West Virginia tax dept. and they told me I can claim this credit, but provided no information. I purchased TurboTax this year but already used the state to file my North Carolina taxes.

Thanks for any information on the best way to proceed.

Yes, you can file a nonresident return for West Virginia. TurboTax will transfer the information from your federal return to your West Virginia return and will allocate the income. In your case no income will be taxed in West Virginia since you had no income from there. You would have to add another state return to your TurboTax.

If you are using TurboTax Online and you already filed your return:

Sign in to TurboTax

On the Your 2025 federal return was accepted! page

Open Your tax returns & documents, and then select 2025.

Select Add a state to reopen your return

If you have not filed your return, just go to your state section and add West Virginia.

If you are using TurboTax Desktop:

Open your return

Select the State Taxes tab

Once you are in your state return, follow the interview to enter your Motor Vehicle Property Tax Adjustment Credit.
