I prepared a return that needed form 763S. After completion, I do not see a tax return for VA just the form. So we just mail the form without a VA state return?

The 763S is a request for refund for taxes withheld incorrectly. You file it in lieu of a full nonresident return with zero income.

Thank you. It's for a military spouse and they do live in VA however they have elected a different state of residency.
