Is line 33 amount whats needed from previous year?

Not exactly. The second screenshot appears to be from a Federal return. If the question were asking for Federal information, then line 33 would be correct.

You are being asked to enter the total withheld/payments from your CO state return. So take a look at the similar information from your 2023 state tax return.

Here is the 2023 state page with the State refund amount there. I do not see any indication or label referring to 'Total withheld/pmnts' like the TT state page is referencing. In other words the 'identification' of the amount missing on the 2023 State tax refund line (d) is nowhere to be found in my state refund pdf. But i see matching amounts on other line items. I am confused as to what figure the empty state amount in requesting. Its not that my taxes are confusing but the nomenclature or direction seems vague at this point. A simple entry here would end my tax filing woes as the rest of my tax adventure has been very easy and simple to do, then I would be finished and ready to file. Any further help would be appreciated. Thank you in advance.

Your CO tax withholding/payments would be the amount on line 35, which is the sum of all of your payments credits.
