PA and WV have a reciprocal agreement where PA agrees not to tax the wages of a WV resident. Thus, you should not be paying any PA state income taxes.

You report all income, including your PA sourced income, on your WV resident income tax return. The only reasons to file a PA non-resident return is if you have business or self-employment income from PA, sell real estate in PA, have a PA rental, or to obtain a refund of PA taxes withheld from your wages.
