I received an email from Turbotax saying that the CT 1040 is now available. But when I update Turbotax desktop (Windows), the CT 1040 is still not available. Is this a download problem or did Turbotax send out the message too early?

No, the manual update is for federal only. The link says you cannot manually update state forms. However, yesterday when I did an update within TT the CT1040 was downloaded along with a program update. I filed my CT state return electronically and it was accepted within an hour.
