Since we can't see your return in this forum, if you could send us a screenshot or provide more details, we'll try to help.

If the EIC calculator on the FTB site says you qualify, you could try deleting/re-entering your State. or contact TurboTax Support for more help.

I think the issue is that since my spouse was only part CA resident in 2023, the system wont let us take the credit. At least this is the only issue that I can see

Your spouse's residency may be the reason you aren't seeing the California Earned Income Credit on your return in TurboTax.

To qualify for CalEITC you must meet all of the following requirements during the tax year:

You’re at least 18 years old or have a qualifying child

Have earned income of at least $1.00 and not more than $30,950

Have a valid Social Security Number or Individual Taxpayer Identification Number (ITIN) for you, your spouse, and any qualifying children

Live in California for more than half the filing year

Not be eligible to be claimed as a qualifying child of another taxpayer

Not be eligible to be claimed as a dependent of another taxpayer unless you have a qualifying child

See this FTB webpage for more information.
