    <description>&lt;P&gt;I have a 33 year old disabled son.&amp;nbsp; He is claimed as a dependent on my return and I provide 100% of his support.&amp;nbsp; I started a separate return for him in TurboTax just for him and told TT that he is a dependent on someone else's return and has no income; it appears to (correctly?) create a state return with the $800 refund. I think this is correct but don't know how to check?&amp;nbsp; &amp;nbsp;Also, does he need to file a zero dollar Federal return?&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;Thanks for any help you can give.&amp;nbsp;&amp;nbsp;&lt;/P&gt;</description>

&lt;P&gt;&lt;SPAN style="font-size:14px;"&gt;According to the Colorado Department of Revenue's &lt;/SPAN&gt;&lt;A href="https://tax.colorado.gov/TABOR" target="_blank"&gt;&lt;SPAN style="font-size:14px;"&gt;Taxpayer's Bill of Rights (TABOR) Information&lt;/SPAN&gt;&lt;/A&gt;&lt;SPAN style="font-size:14px;"&gt; page, a Colorado resident can:&lt;/SPAN&gt;&lt;/P&gt;
&lt;UL&gt;
 &lt;LI&gt;&lt;SPAN style="font-size:14px;"&gt;&lt;I&gt;File a 2023 DR 0104 by April 15, 2024, if you:&amp;nbsp;&lt;/I&gt;&lt;/SPAN&gt;
  &lt;UL&gt;
   &lt;LI&gt;&lt;SPAN style="font-size:14px;"&gt;&lt;I&gt;Were at least 18 years old when the tax year began,&amp;nbsp;&lt;/I&gt;&lt;/SPAN&gt;&lt;/LI&gt;
   &lt;LI&gt;&lt;SPAN style="font-size:14px;"&gt;&lt;I&gt;Do not have a Colorado income tax liability,&lt;/I&gt;&lt;/SPAN&gt;&lt;/LI&gt;
   &lt;LI&gt;&lt;SPAN style="font-size:14px;"&gt;&lt;I&gt;Are not claiming a refund of wage withholding, and&lt;/I&gt;&lt;/SPAN&gt;&lt;/LI&gt;
   &lt;LI&gt;&lt;SPAN style="font-size:14px;"&gt;&lt;I&gt;Are not otherwise required to file a Colorado return because you have no federal filing requirement.&lt;/I&gt;&lt;/SPAN&gt;&lt;/LI&gt;
  &lt;/UL&gt;&lt;/LI&gt;
 &lt;LI&gt;&lt;SPAN style="font-size:14px;"&gt;&lt;I&gt;File a 2023 DR 0104 by October 15, 2024, if you:&amp;nbsp;&lt;/I&gt;&lt;/SPAN&gt;
