What are you trying to do or find in the Desktop program? It should be easier than Online version. Tools and the left menu is only in the Online version.

To access the Tools in TurboTax Online, open your tax return first.

Click on Tax Tools on the left menu bar.

When you click on Tax Tools, other items will appear in the list:

Tools
Print Center
Clear & Start Over

When you click on Tools, another screen pops up, "Tools Center" with the complete list of tools from which you can select.

If you are using the Desktop/Download version, there is a Tools menu on the black bar at the top of your screen.
