State return will not start

I have TurboTax Deluxe 2022 downloaded to my PC. It comes with one state for free. I have completed my Federal return and I am trying to start my state tax return for Illinois. At the State Taxes menu, when I select "Start", TT saves my Federal return, downloads my State return, and returns me to the Start button for my state return. However, when I select "Start", the loop continues. I've downloaded TT's CleanStates utility, but the utility is built only for tax year 2021. I don't want to remove my state return for 2021.

Any ideas why TT is hanging up and just looping?

Try to update the software. Manually Update TurboTax for Windows Software
