When I filed I owed money federaly but got money back from the state. Do I still receive the state tax refund or is it taken and added to the money owed on the federal tax?

Federal and state are completely separate. You will get the full state refund and need to pay the federal tax due. At the end Turbo Tax just shows you the net federal and state combined. But that is only for your info.
