Why is my Home Energy Credit for Solar PV being calculated as a refundable credit instead of a non-refundable creditin TurboTax?

The Home Energy Credit exceeds my tax liability for 2022, but Turbo tax is showing the excess will be refunded to me this year instead of carrying forward to next year's taxes. Is there an exception to claiming a non-refundable tax credit as refundable?

No. Schedule 3 part 1 is for nonrefundable credits only and includes Form 5695 on line 3.

Instructions for Form 5695 clearly state:

to carry the unused portion of the residential clean energy credit to 2023.

There are no known issues with the form in the program. If you are using the online version, you can:

Delete the form, see How to Delete
Log out of your return and try one or more of the following:
- Don't use Internet Explorer.
- Clear cache and cookies,
- Sign in using a different browser.
- Sign in using a different device.
Log back into your return.
- Enter the form again.

Deleting the form and restarting didn’t change anything. I did my own research and learned about Credit Limit Worksheet B for Schedule 8812. In my case I qualify for additional child tax credit which must be the refundable tax credit I was seeing. Turbo tax doesn’t make this clear because they don’t show you how the credits are calculated until after you pay to eFile.
