    <description>&lt;P&gt;I am trying to file a tax return where the foreign income exclusion will be claimed.&lt;/P&gt;&lt;P&gt;TurboTax correctly indicates I do not need to file a state tax return because all income is foreign source and below the exclusion amount.&lt;/P&gt;&lt;P&gt;But I need to file a return to get a refund of state tax withholding that was mistakenly withheld.&lt;/P&gt;&lt;P&gt;How can I bypass the software's limitation so as to be able to complete a state tax return and claim the refund?&lt;/P&gt;&lt;P&gt;Thank you all in advance for considering my question and for offering advice.&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;</description>
