My tax form states I didn't have to file since no taxes but then it says I should so I'm confused ?

Washington has no state income tax. But Oregon does have a state income tax. If you lived in Oregon you need to file a return for Oregon. It might only be a part-year OR return but you need to allocate the income earned while you lived in that state.

If you income is low enough (usually less than $2350), you might not need to file.

As a part year resident, You must file an Oregon income tax return if Your gross income from all sources earned or received while you were an Oregon resident and your gross income from Oregon sources while you were a nonresident are more than what is defined in this chart.
