Which states are most aggressive on taxes

A nat'l financial institution's transaction processing method results in some cases of incorrect tax liability.

IRS may not have the resources to deal with this so I am looking also to file complaints with the two or three most aggressive "tax-collecting" states in order to force this firm to do the right thing.

Any suggestions will be much appreciated.

Nothing to do with your personal situation (or the scenario you presented), but California is almost certainly the most aggressive state with respect to income tax assessment and collection.

Yes, I figured CA may be at the top of the list and NY or IL maybe next?

There are some smaller states that are more aggressive than IL, but NY is fairly aggressive.
