How long does it take to get my refund from DE and if my account was closed who should I reach out to for my check?

Per DE,

The Delaware Division of Revenue is working to expedite the processing of refunds for the 2022 tax season, while also trying to protect the State of Delaware from refund fraud. As a result, it may take up to 10-12 weeks to process and issue your refund.

The state will automatically mail you a check once the attempted deposit bounces back.

When a check is rejected by the bank it goes back to the IRS-or to the state that issued it. The state will have to issue a check to you and mail it to the address on your tax return. You can check with the state. TurboTax will not have any information about it.
