EFile rejected because WI form 804 is missing

State of WI efile rejected my taxes because form 804 is missing, can I efile or do I have to mail my state taxes?

While filling out the taxes the steps said I needed to get the form and attach it at the appropriate time. I never got that message plus the functionality under tools / attachments is disabled.

If you're using TurboTax to file to claim a refund for a deceased taxpayer you'll have to paper file the return. Wisconsin requires that form 804 is attached as a pdf to an electronic return and TurboTax doesn't have that option. When mailing your return include a copy of the federal return and put form 804 on the top of all of the pages.

How do I get a refund for the $25 state filing fee that I already paid, and can't use now because I can't attach form 804 to my state return for e-filing?
