Thanks I’m just trying to figure out why I never had to fill one out before or why I have to wait til fill one out now

Yes I do and have lived here for almost 18 years and have been filing my own taxes for the past 7 years and I have never heard of it or remember filling one out or at the very least having to wait for it I have always filed both at the same time and this year I have to wait for the form to be available which is why I’m confused and wondering why
