If you didn't file then the IRS does a quick simple return for you to see if you should have filed a return so they know if they need to send out a bill for the unpaid taxes. When they complete your return they do not take into consideration any adjustments, dependents, itemized deductions or credits you may be eligible for ... in other words the return is not completed in your favor. So yes, it would dispute their findings to reduce taxes & penalties they say you owe.

Also you can amend to correct the carryover amounts for some items like depreciation or an NOL.

I did filed my 2018 tax return in 2022 and it got crossed 3 years. I see i lost 4000$ refund . The reason for delay is i was not in this country from 2018 to 2022 because i lost my job and left this country. Other thing is I/My family got screwed up with COVID and spent thousands of dollors to come out of that situation. Is there any possibility if i can ger my refund at this time. Now i am in United states

You had plenty of time to file your 2018 return. At any time between the April 2019 filing deadline and April 17, 2022 you could have mailed that 2018 return from anywhere in the world, and it would have been timely in order for you to receive your refund. If you did not file it by the deadline in 2022, then you forfeited the refund.
