Ihss notice 2014-7 eic not calculated correctly.

I recieved another notice this year stating my eic was calculated incorrectly. On my w2 box 1 says 0 but amounts in social security and Medicare and taxes for those and then down on box 12 on the drop down menu I look for the code my w2 says which is II for Medicare wavier payments. On the eic page for federal it asks if I want to include or exclude my ihss income. On cali for 3514 for eic it asks me same questions because I can exclude federal and include cali or vice versus or both exclude or include that I chose and doesn't go off of what federal has. I even had expert help services to verify everything's right and calculations are 100% but last year and this year both states eic not calculated correctly and last year i got back $17 and this year im at zero. How do I get my fees back for this issue for both years because thats not right especially if your expert was helping me and looking over return. I have both years letters from FTB. Im hoping because of this mis calculations disallowing eic that I dont lose it in the future or lose my federal eic. Could someone help please on getting my fees refunded back to me.
